the left to right orientation is only possible based on the perspective of those viewing it. someone on the opposite side of the flag would see it right to left.

the exception to orientation is when a flag is hung from a wall or a window.
in these cases, where the flag orientation is only visible from the front side, the flag should be displayed with the stars in the tp left corner.
